Albert Barcelo brings over 28-years of design and construction management experience to our clients. His experience allows him to provide programing, design, and construction management solutions to clients in a timely and cost-effective manner. His background includes working with an array of engineers such as geotechnical, environmental, civil, structural, mechanical, and electrical engineers, architects, and landscape architects. Albert has executed multiple delivery methods, including design/bid/build, design-assist, and design-build. His work experience includes industrial and manufacturing, regional distribution, healthcare (OSHPD), facilities management projects, utility infrastructure (SCE Owner’s Agent), educational facilities, telecommunication facilities, master planning, high-rise office, parking structures, tenant improvements, service centers, and critical facilities.

Mr. Barcelo also brings over two decades of success with AHJ negotiations and permitting, including, local, state, and federal jurisdictions. Albert is adept with agency inter-departmental communication and coordination, planning/commission approvals, building and safety, fire departments and health departments. His experience brings a valuable skillset to our clients, especially on complex and multi-phase programs. Through his prior experience as a studio manager for an international design firm, Mr. Barcelo develops the trust with approving authorities, a team approach and engaging every individual in the approval chain. Mr. Barcelo also understands the importance of engaging the design leads to ensure clear communication upstream and downstream. When necessary, Mr. Barcelo will negotiate partial approvals/permits to allow construction activities to proceed while other aspects of the project are under review. His proven methods help mitigate surprises during permitting, thus avoiding costly schedule delays in new construction or disruption to existing operations.
